VM DBU ratings, Photon multipliers and Linux pay-as-you-go VM prices come from Azure's public pricing-calculator feed (spot-checked against the Retail Prices API, e.g. DS3 v2 in East US at $0.293/h). Not included: managed disks, storage, networking/NAT/egress, reservations, savings plans, spot VMs, and DBCU pre-purchase discounts.
